I mean, she killed her own cousin and Harry's only family. Plus, Voldemort gave Harry a chance, he even said in the movie "You really mean it Harry. She killed him. She deserves it."

Kind of the same reason why Draco couldn't kill Dumbledore in the 6th book. HARRY WASN'T CUT OUT TO KILL. HE WASN'T RAISED TO KILL LIKE TOM RIDDLE. He was a good person, and good wizards/witches don't kill. The 3 unforgivable curses are dark magic stuff.
